Is it sufficient to perform istijmar if one places a tissue on the private parts until the drops of urine cease after urination?

If a person removes the tissue and the discharge stops, it is sufficient for him to perform istijmar (cleaning with stones or tissue) if the discharge has not exceeded the usual place. He is not obligated to perform istinja' (cleaning with water). There is no difference in this regard between one from whom drops emerge after urination and one from whom no drops emerge. However, if the discharge exceeds the usual place, it is more cautious to perform istinja' with water and not istijmar.
