Is it permissible to use pirated software personally to design websites and sell them, or only for learning purposes, given the absence of original or effective alternatives, and that the Libyan state does not prohibit this? Is it permissible to download these programs or exchange them with others without financial compensation? And if their use is forbidden, is it permissible to work with them and earn money, then purchase the original versions later?

Scholars have differed on the issue of using pirated software, holding three opinions: absolute prohibition, absolute permissibility, or detailed permissibility for personal use but not commercial use. If one adopts the view of impermissibility, then it is not permissible to use it for personal work, nor to download it for others or exchange it with them. However, if one adopts the view of permissibility or detailed permissibility, then it is permissible for a person to use it for their own private use and to assist others.
