Is it permissible for a shop owner to agree with his neighbor to extend an internet line from the neighbor's home to the shop, knowing that the internet provider company prohibits this and imposes higher prices for shops for the same speed and features? And is this considered an injustice that should not be adhered to? What is the ruling on using people's open Wi-Fi networks without their permission, if the usage is light and does not affect them?

It is not permissible to defraud a company in pricing its services, for defrauding it is a form of consuming its wealth unlawfully, based on the Prophet’s (peace be upon him) sayings: "Muslims are bound by their conditions" and "The wealth of a Muslim person is not lawful except with his willing consent." Similarly, it is not permissible to infringe upon people's private networks without their permission. However, it is permissible to use public networks established by the state for the service of the people.
