Is it permissible to establish an orphanage and a home for the poor for non-Muslims in a non-Muslim and impoverished country?

There is no objection to giving voluntary charity to a disbeliever, and the one who gives it will be rewarded for it. This includes building homes for the care of disbelieving orphans. Nevertheless, it is more preferable for a Muslim to give his charity to Muslims, because giving charity to a Muslim is better, and Muslims are more in need.
