There is no objection to giving voluntary charity to a disbeliever, and the one who gives it will be rewarded for it. This includes building homes for the care of disbelieving orphans. Nevertheless, it is more preferable for a Muslim to give his charity to Muslims, because giving charity to a Muslim is better, and Muslims are more in need.
