Is water used after istinja with tissue paper ritually impure?

What you do by first using tissues (istijmar), then cleansing with water (istinja') afterwards, is a good and sunnah act. The water that separates after istinja', if it has not been altered by the impurity, is pure, and whatever of it touches the garment does not cause harm.
