Allah the Exalted commanded the believers to cooperate in righteousness and piety and forbade cooperation in sin and aggression. Selling forbidden clothes such as short skirts and tight pants is prohibited because it leads to forbidden display. It is not permissible to sell these clothes to either Muslims or disbelievers because disbelievers are subject to the branches of Sharia, and everything that is forbidden for Muslims is forbidden for them, and they will be held accountable for it on the Day of Judgment. Therefore, selling these clothes to someone who is likely to use them in disobedience to Allah is absolutely forbidden.
