The spread of obscenity and evil, including women's clothing that violates Islamic law, is a shared responsibility, and every person who contributes to it bears the sin, from the manufacturer and seller to the buyer, and everyone who authorizes it or consents to its existence. There is no difference in the ruling on manufacturing and selling these clothes, whether to disbelievers or Muslims, though selling them to Muslim women is a greater sin. The Permanent Committee has issued a fatwa prohibiting the manufacture, import, and sale of anything used for unlawful purposes, such as transparent, tight, or short clothes that reveal the body's allurements. They cited the saying of Shaykh al-Islam Ibn Taymiyyah that any clothing predominantly presumed to be used to assist in disobedience is not permissible to sell.
