Is reciting the Qur’an for the deceased—half a juz' daily to complete a full recitation every two months—considered an ongoing charity for them?

There is no harm in reciting the Qur'an and dedicating its reward to the deceased, and it is hoped that the deceased will benefit from it. However, it is not considered an ongoing charity (Sadaqah Jariyah); ongoing charity is an endowment (waqf).
