Is the farewell circumambulation (Tawaf al-Wada') obligatory for a resident of Mecca when he travels to Medina and then returns to Mecca, knowing that his intention was to return?

The Farewell Tawaf is obligatory for everyone who has performed the rituals and intends to depart Makkah, even if they are residents of Makkah or living there. Accordingly, abandoning the Farewell Tawaf twice necessitates two sacrificial offerings (hady), and a hady is a sheep slaughtered in Makkah and distributed among its poor.
