The Farewell is obligatory for everyone who has performed the rituals and intends to depart Makkah, even if they are residents of Makkah or living there. Accordingly, abandoning the Farewell Tawaf twice necessitates two sacrificial offerings (hady), and a hady is a sheep slaughtered in Makkah and distributed among its poor.
