The answer

The summary of the is that the Farewell circumambulation ( al-Wada') is obligatory for anyone who intends to depart Makkah, covering a distance that permits shortening prayers (qasr), even if they are residents of Makkah or came for reasons other than pilgrimage. This is the preferred view among the Shafi'is and Hanbalis. The Malikis differed, considering it recommended for anyone leaving Makkah, while the Hanafis made it obligatory only during Hajj. Therefore, the man in question should repeat the Farewell circumambulation to fulfill his obligation.
