Is it permissible, Islamically, for a dentist to submit pictures of surgical operations that are not his work, in order to obtain a license to practice the profession in a foreign country, knowing that he lacks some of the required experience but possesses good theoretical knowledge, and pledges not to work except in cases where he possesses sufficient experience?

Taking photos of colleagues and attributing them to oneself is impermissible, as it is a forbidden falsehood (zur). Allah Almighty says: "And shun false statements (az-zur)" (Quran 22:30). The Prophet (peace be upon him) also said: "Shall I not inform you of the greatest of the great sins?" (He repeated it three times.) "Associating partners with Allah, disobedience to parents – and beware! – false speech and false witness." The criterion for falsehood (zur) is describing something contrary to its true nature. Attributing pictures to oneself, which is contrary to reality, is not permissible, even if the person has previous experience and did not take the pictures themselves.
