Is it permissible to enter Makkah Al-Mukarramah without ihram for residence, then to assume ihram for Umrah from the miqat on the following day after obtaining approval from the Pilgrims' Care Center?

It is not permissible to enter Makkah without ihram for one who intends to perform Umrah. Rather, it is obligatory to assume ihram from the Miqat, based on the Prophet's (peace and blessings be upon him) saying: "These Mawaqit are for them [the people of those places], and for those who come by them from other than their people, among those who intend to perform Hajj and Umrah." If one passes the Miqat without ihram with the intention of returning to it, and actually returns, the ruling of wrongdoing is lifted from him due to his return and repentance. It is advised to assume ihram from the Miqat, and if one fears being unable to complete the Umrah, he should stipulate at the time of assuming ihram that his place of exiting ihram is wherever he is hindered. If something prevents him from completing it, he is permitted to exit ihram without any penalty.
