Is Naskh and Mansukh (meaning the abrogation of a preceding legal ruling by a later discourse) a tenet that must be believed in, or is it a controversial issue for which one who denies it is not excommunicated?

Abrogation (naskh) occurs in the Sharia, and many legal texts from the Qur’an and Sunnah indicate it. Scholars have unanimously agreed upon its permissibility and occurrence. Certain Jewish groups disagreed with this, and Abu Muslim al-Isfahani was attributed with denying its occurrence, but it was said that his disagreement was merely semantic. One should be wary of those who deny the occurrence of abrogation in the modern era, even though they are not deemed disbelievers due to their ignorance and interpretation, and because they do not deliberately intend to oppose the Messenger or the way of the believers.
