What should I do with the illicit money I possess, according to Fatwa 2326376, given the absence of a governmental body or bank account to return it to?

If it is not possible to return the money to the government, it must be spent on public welfare, such as orphanages, Quran memorization schools, and well digging, or given to the poor and needy.
