Is it permissible to give the value of a vow to a poor, needy patient instead of offering the gift to the poor in a specific way as vowed?

If you make a specific vow (nadhr) and do not specify the beneficiary, it is not permissible to give its value to a sick person or anyone else. Rather, you must fulfill it in the manner you vowed. Some scholars, however, permit giving the value instead of the vowed item. However, if you vowed to give a gift to specific poor individuals, they acquire ownership of it simply by virtue of being designated, and it is not permissible to give it to anyone else. If there was no specific designation, but the vow was for the description of the poor, then it is permissible to give it to a poor, sick, and needy person because they fall within the description of the poor and are further distinguished by their illness and need.
