Is it permissible to give from the money designated for fulfilling a vow to needy relatives who are deserving of help—such as those afflicted with paralysis and old age along with illness?

If a woman vows to distribute items to the poor, she may give them to her needy relatives. In fact, that might be better, for the Prophet, peace and blessings be upon him, said: "Charity given to a poor person is charity, but when given to a relative, it is both charity and upholding ties of kinship."
