What is the ruling on female circumcision, and is it obligatory or a Sunnah? If it is obligatory, what is the proper method for it, and what part is to be removed?

Circumcision is obligatory for men and an honorable act for women. It involves cutting a small part of the skin, resembling a rooster's comb, above the urinary meatus. The Sunnah (definition) is not to cut it all. The benefit should be considered in this regard; if the piece is large, some of it is removed; otherwise, it is left. Regarding the method of circumcision, a weak hadith (definition) has been narrated from Umm Atiyyah (may Allah be pleased with her) that the Prophet (peace be upon him) said: "Do not cut excessively, for that is more pleasing to the woman and more beloved to the husband."
