Why was the teaching of the Qur’an presented before the creation of man in Surat Ar-Rahman, and to whom was this teaching directed?

Surat Ar-Rahman began by mentioning the teaching of the Quran before the creation of man, to illustrate the greatness of the blessing of the Quran, which is greater than the blessing of creating man. This also suggests that the purpose of human creation is to know God's revelation and abide by it, for man is the intended recipient of the Quran's teaching.
