Is it permissible to limit the number of children due to high living costs and stagnant income, and is the failure to use contraceptives under these circumstances considered negligence and a failure to take precautions, knowing that Allah provides for whomever He wills?

Increasing progeny is a legitimate Islamic demand to strengthen the Ummah, and Muslims should not worry about scarcity of provisions due to many children, for Allah Almighty has guaranteed the sustenance of every creature. Sustenance is written for every soul before its birth, and no soul shall die until it has received its full provision and completed its appointed term. Therefore, birth control without a legitimate Islamic need is not permissible, because it indicates a weakness in certitude regarding Allah’s promise of provision. Allah indeed censured the disbelievers for killing their children for fear of poverty.
