Is Zakat due on funds collected from sisters for building a house on inherited land if a [lunar] year has passed over them?

If the money you have collected from Zakat reaches the nisab and a year passes over it, Zakat becomes obligatory on it at a rate of 2.5%. Collecting money for building purposes does not waive the Zakat from it.
