Is Zakat obligatory on inherited money designated for building a house, even if a whole year has passed while it was in one's possession?

The aforementioned money transferred ownership to the heirs immediately upon their father's death. Each heir must pay zakat on their share if it reaches the nisab, either by itself or when combined with other money or trade goods, provided that a full Hijri year has passed over each heir's share, starting from the time of their father's death.
