What is meant by the Almighty's saying: (Then when they have reached their term, hold them back in kindness or part with them in kindness)? Is the "holding back" after the iddah (waiting period) ends or before it ends?

If the divorced woman is nearing the end of her waiting period (iddah), the husband has two options: either to retain her honorably, meaning to take her back and continue with her with good treatment, or to part with her honorably, meaning to divorce her kindly without harm. It is obligatory to have two just witnesses for the reconciliation (raj'ah). These commands are obeyed by whoever believes in Allah and fears His punishment in the hereafter. If the divorce is revocable (first or second divorce), and the iddah has not yet ended, the reconciliation is valid by word or deed with the intention of reconciliation.
