Is it permissible to give an impoverished and ill brother from zakat money, knowing that he does not live with the giver of zakat?

If the brother is in need of treatment and is poor, the father must cover his treatment costs from his own money if he possesses money in excess of his basic expenses, and it is not permissible for him to take Zakat. Similarly, it is not permissible for the brother to give Zakat from his wealth to his brother as long as his father is obligated to provide for him. Nevertheless, the brother can be helped from private funds voluntarily.
