Is it permissible to take two "like new" devices that were impounded from being sold as "scrap" for a negligible price, for personal use, and does sin befall the official who impounded them?

If the site owner and the contractor agreed that only the consumer (user) would purchase, then the custodian's retention of the two good devices is permissible, and he must return them to the company and inform them of their condition to clear his conscience. However, if the deal included everything old (a bulk sale), then the two devices belong to the contractor, and they must be returned to him if the conditions of a bulk sale are met; otherwise, they must be returned to the company. In all cases, trusts must be rendered to their rightful owners, in accordance with the noble verses.
