Is it permissible to donate 5,0 EGP to Gaza as expiation for multiple oaths, knowing that this amount may not be sufficient to feed ten needy persons for each oath due to high prices and currency fluctuations?

There is no objection to transferring expiations from the country in which they became obligatory. The disagreement lies in paying their value. If we permit paying their value and transferring it to another country, then what is considered by the majority is the value of the expiation in the country of the swearer (the place of the oath's breaking), whether the value increases or decreases in the other country. This is the more preponderant opinion, based on analogy with similar issues (such as the prevailing staple food of the country for the food given in expiation, the issue of transferring the zakat of livestock and crops, and the issue of compensation for hunting in the Haram or while in ihram). It is preferable to consider the higher of the two prices as a precaution and out of consideration for the needy.
