Is it permissible to give the value of repeated oaths' expiation in cash, or to contribute with it to the building of a mosque, or to direct it to charities specialized in distributing expiations, instead of feeding ten poor persons for each oath?

If the oaths or breaking of oaths are under the influence of obsessive-compulsive disorder, then nothing is required of you. If they are not, then expiation is due for each breaking of an oath. If you swear a second oath after breaking the first, and before expiating for it, then you are required to offer one expiation according to the Hanbalis, and multiple expiations according to the majority. The expiation for an oath is feeding ten poor persons, or clothing them, or emancipating a slave. If you cannot find any of these, then fasting for three days, as Allah the Almighty says: (Allah will not impose blame upon you for what is unintentional in your oaths, but He will impose blame upon you for what you intended of oaths; so its expiation is the feeding of ten needy people from the average of that which you feed your [own] families or clothing them or the freeing of a slave. But whoever cannot find [or afford it] - then a fast of three days. That is the expiation for oaths when you have sworn. And guard your oaths.) If oaths are repeated concerning a single action, and no expiation was made for the first, then one expiation suffices. However, if expiation was made for the first, and then the oath was repeated, then a second expiation is due if it is broken, and so on.
