Is it considered charity if a mother who is not in need of money is given funds from the charity allocated for the poor and needy, and for contributing to the building of mosques?

If the pledge is in the form of a vow, such as saying, "It is incumbent upon me for the sake of Allah to donate a third of my salary," then it must be fulfilled, according to the Prophet's (peace and blessings be upon him) saying: "Whoever vows to obey Allah, let him obey Him." However, if it is merely an internal thought, then nothing is binding upon you regarding it. If it is a vow, then one-third of the salary is rightfully due to the poor. And if you give from it to your mother with the intention of charity and maintaining kinship ties, it is permissible, because giving charity to a relative encompasses two rewards: maintaining kinship and giving charity.
