What is the ruling on writing a social research paper to obtain aid or a discount on books, when compelled to do so because the mother is a housewife who was originally a teacher, and otherwise the support will not be obtained?

It is not permissible to lie in research and reports to obtain support, and this is considered consuming people's wealth by false means, due to the Almighty’s saying: ﴿And do not consume your properties among yourselves by false means﴾. Lying and forging to take money is a form of consuming wealth by false means.
