Is a paper written and signed with a handprint, a personal photo, and a photo of an ID card, in which a young man pledges to marry a girl, considered unlawful (haram) in Islam or not, and does marriage take place through it?

A pledge paper for marriage does not constitute a marriage, for marriage has conditions and pillars. However, an engagement is a promise that must be fulfilled, and breaking a promise is blameworthy and a characteristic of hypocrites. A marriage pledge made verbally before Allah is considered an oath that must be fulfilled or expiated for, and one must be keen on fulfilling covenants with Allah.
