If the application pays money according to the number of steps, then placing the device on the leg or a fan is deception and fraud, and taking money unjustly, for the Prophet, peace and blessings be upon him, said: "Whoever cheats is not of me." And if the website is an intermediary and condones this deception, then it is not permissible to cooperate with it, because it is cooperation in sin and aggression. As for the application taking a percentage of the profit, it is not usury, and it is permissible for the website to request a commission if it is an intermediary.
