What is the ruling on the actions of individuals who collect herbs, mushrooms, or plants from government or private lands without the permission of their owners and then sell them?

Transgression against others' property and rights is forbidden (haram), whether through theft, fraud, or other means, and whether the owner of the property is known, unknown, or if the property is public. This is based on the Almighty's saying: "And do not consume one another's property unjustly," and the Prophet's (peace be upon him) saying: "Indeed, your blood, your property, and your honor are sacred to you," and "The property of a Muslim is not lawful except with his willing consent." As for taking from land that no one owns, it is permissible for whoever reaches it first, based on the Prophet's (peace be upon him) saying: "Whoever precedes to a permissible thing, it is his."
