What is the ruling of Islamic law regarding a husband who abstains from intercourse with his wife without a valid excuse, despite her initiation and desire, which leads her to strange thoughts and the practice of masturbation, even with her attempts to entice him and her possession of beauty and chastity?

Sexual intercourse is one of the most important purposes of marriage. The obligation of the husband to engage in it is a matter of dispute among jurists. The preponderant opinion is that it is obligatory to the extent of the wife's need and the husband's capacity. If the husband falls short in his wife's right regarding sexual intercourse, and the wife is harmed, she has the right to explain her right to him. If he does not respond and she is able to be patient, there is no blame on her if she does not fear temptation or abandoning an obligation. Otherwise, she may refer her case to a Sharia court. It is not permissible for the wife to engage in masturbation or flirt with young men because of the husband's shortcoming, as these are forbidden acts. Nor is it permissible for the husband to remain silent about his wife's forbidden acts.
