You are obligated to perform Fajr prayer on time before sunrise. If its time overtakes you while you are on the road, then pray. If you reach the university before the time expires, pray immediately. It is not permissible to delay the prayer until after its time has elapsed.
It is not permissible for you to perform if you are able to use water, unless the water is so cold that you would be harmed by using it.
You can wipe over your socks and khimar if you put them on while in a state of ritual purity. In this way, you will only need to wash your face and your hands up to the elbows.
