What is the ruling of Islamic law on implementing legal legislation that contains some ambiguities in the Qur'an or the noble Prophetic Sunnah?

We would have liked the questioner to provide an example of the legislations they are responsible for so we could judge them. Since they did not, we refer them to Fatwa numbers: 38588 and 51941.
