Are there sayings of scholars who believe that the Qur’an is the sole source of legislation and dominant over other sources, including the Sunnah? Is a Muslim considered sinful if he believes that Allah alone is the Legislator and that the function of the Messengers is limited to conveying and clarifying? Is a person's Islam affected if he does not believe that the Sunnah is the second revelation after the Qur’an, due to the discrepancies in authenticating Hadiths?

Whoever believes in the Qur’an as a source of legislation must also believe in the Sunnah (definition) and consider it a source of legislation. This is because the Qur’an explicitly states that the Sunnah is revelation, and that the Messenger (peace be upon him) clarifies what is presented in general terms in the Qur’an. A believer affirms the Messenger (peace be upon him) in everything he has informed of and obeys his commands and prohibitions. Whoever does not accept the Sunnah has believed in part and disbelieved in part. The Sunnah has warned against sufficing with the Qur’an alone without it.
