If the travel distance is 300 km and the journey is permissible, then it is allowed to avail oneself of the concessions of travel, such as shortening (qasr) and combining (jam') prayers, after departing from the inhabited area of the city. There is no condition to depart from dilapidated houses if they are followed by inhabited ones; rather, it is obligatory to depart from the inhabited ones. If the time for prayer begins while one is a resident and then travels, one should complete the prayer. If the time for Dhuhr prayer begins before departing from one's hometown, it is not permissible to combine prayers by advancing them (jam' al-taqdim) before departing from the inhabited area, and it is obligatory to perform the Dhuhr prayer in full without shortening it.
