Is it permissible to combine Dhuhr and Asr prayers by delaying them upon returning home daily from a journey exceeding 83 km?

For it to be permissible to delay the first prayer to combine it with the second, the reason for combining (travel) must continue until the time for the second prayer begins.

If the traveler will reach his city before the time for Asr prayer begins, he is not permitted to delay Dhuhr to combine it with Asr. He then has two options: 1. Pray Dhuhr shortened at its time, then pray Asr in full at its time. 2. Perform Jam’ al-Taqdim (combining prayers by bringing the second prayer forward) for Dhuhr and Asr, both shortened, and he is not required to repeat Asr upon his arrival.

However, if he will reach the city after the time for Asr prayer has begun, he is permitted to delay Dhuhr and combine it with Asr, but he must pray both in full and not shortened, because he has become a resident.

Reaching the city means reaching the beginning of its populated area.
