Who is meant by "We" in His, the Almighty's, saying: (And We are closer to him than his jugular vein)?

This sentence is part of the noble verse: ﴿And We have already created man and know what his soul whispers to him, and We are closer to him than his jugular vein﴾. The pronoun "We" refers to the Creator, glory be to Him. This closeness is a closeness of knowledge and power, not a closeness of distance. The jugular vein is the large blood vessel in the neck connected to the heart, and Allah is closer to man than this vein, for nothing can veil Allah's knowledge.
