What is the ruling on shortening the prayer for a person who works permanently in another city and whose leave duration is 45 days?

If you reside at your workplace for 45 days, it is not permissible for you to shorten the four-rak'ah prayers upon arriving in the country where you intend to reside. This is the view of the majority of scholars. There is another opinion that permits a traveler to shorten prayers as long as he does not intend a permanent stay.
