Is it permissible for a niqabi woman to send her picture - via her friend's fiancé - to a man who wants to see her for a legitimate viewing (ru'yah shar'iyyah) and is in another country?

It is permissible to send a picture of the fiancée to a trustworthy and reliable suitor, provided that only her face and hands are visible, and that no non-mahram sees it. It is not permissible for anyone other than the suitor to see the picture.
