Does the continuation of urine flow after urination, only stopping after a long period (45 minutes) due to a congenital condition, fall under the ruling of سلس البول (urinary incontinence), given that it completely ceases after this period?

The incontinence (urinary leakage) that frequently afflicts the questioner, and which is not continuous for all or most of the time, does not fall under the rulings of continuous incontinence. Therefore, he is required to wait until the urine flow stops, as long as its discharge is for a limited duration. He should then perform ablution (wudu) and pray, even if this means praying alone. However, he must be wary of satanic whisperings. He should not hold back urine when he feels the urge to relieve himself, as it is forbidden for a person to pray while suppressing the urge to urinate or defecate. The Messenger of Allah (peace be upon him) said: "There is no prayer in the presence of food, nor when one is suppressing the two evils (urination or defecation)." Furthermore, holding back urine can have serious health complications.
