Is it permissible to seek assistance from a governmental body authorized to issue customs clearances, by having an expert from them sent to inspect the goods in the country of origin to expedite the approval process and avoid delays that could lead to paying bribes?

The first is to pay a bribe. This is permissible if the concerned authority is obstinate and delays the inspection. In this case, the sin is on the recipient, not the giver.

The second is to request sending an expert to the country of origin without the need to examine the goods in laboratories. This is permissible if it is acceptable in contracts and is sufficient. Otherwise, it is not permissible because it violates agreements and involves deceit, fraud, and harm to people.
