Is it permissible to pay a bribe to a customs official to release goods and prevent their seizure?

If the commodity is permissible to sell and its owner fears it might be taken from him, then there is no harm in paying money to free it. This is not considered a bribe on the part of the payer, because a bribe is for taking someone else's right or evading a duty. However, it is a forbidden bribe on the part of the taker. And it is obligatory to obey the government if it regulates import methods in a way that serves the interest of Muslims.
