What is the ruling on stepping over people's shoulders on Friday?

It is forbidden to step over the necks of those who are sitting for the Friday prayer. Scholars have differed on its ruling, holding two opinions: Dislike (Karahah), which is the view of the majority; and Prohibition (Tahrim), which has been preferred by a group of verified scholars, based on the hadith: "Sit down, for you have caused harm," and because causing harm is forbidden.
