Is it permissible to step over the necks of those praying on Friday to reach the front rows when there are gaps, or when the number of worshipers in the middle of the mosque is small?

The Prophet, peace and blessings be upon him, forbade stepping over people's necks during the Friday sermon because it harms those who are seated. "Stepping over" means that the person raises his foot over the shoulders of those who are seated. However, passing through gaps and empty spaces between seated people without stepping over them is not forbidden. An exception to this prohibition is the Imam if he finds no way to the minbar except by stepping over people. Some scholars also made an exception for stepping over to fill a gap in the front rows, although it is more prudent not to step over even in this case, as the harm still exists.
