Is it permissible for a mosque to take half of the donations designated for another mosque, on the grounds that it possesses a license to collect donations, while giving the other half to the mosque that holds the license?

The conditions set by the licensing authority for collecting donations must be adhered to, due to the generality of the Prophet's (PBUH) saying: "Muslims are bound by their conditions." The name of the mosque for which donations are licensed to be collected must be mentioned, and it is not permissible to spend what was collected for it on anything else, due to the necessity of observing the donors' intentions. However, if the donations exceed the needs of the mosque, the surplus may be spent on another mosque.
