What is the ruling on the Imam beginning the recitation of Surat Al-Muddaththir from the Almighty's saying: "Concerning the criminals: What put you into Saqar?" after Al-Fatiha, instead of beginning with "About what are they asking?"

Among the etiquettes of reciting the Qur’an is that the reciter should begin from an appropriate place that is good to start from. Thus, the reciter should begin from the beginning of a Surah (definition), or from the beginning of a connected passage of speech. One should not be restricted by the Ajza' (parts) and A'shar (tenths), because they may occur in the middle of a connected passage. Such innovated divisions (of the Qur'an) involve stopping at a part of speech that is connected to what comes after it, and this is an ugly act that is not permissible. How then can it be done with the words of Allah Almighty?
