Does a divorce issued by the husband while he was angry over the phone and repeated several times, with his ignorance of his wife being in her menstrual period, count as an irrevocable divorce (ṭalāq bā’in) that cannot be reversed except with a muḥallil (a second husband who marries and then divorces the wife)? What is the ruling of Islam regarding the wife's stance if she does not wish to return to him due to his repeated suspicions? And does the husband have the right to take her back without her consent?

Divorce pronounced over the phone is binding. If your husband divorced you three times or more at the same time, intending to effect the divorce, then you become unlawful to him, and you will not be lawful for him again unless you marry another man in a valid marriage, and he consummates the marriage with you, and then divorces you. Menstruation does not prevent the occurrence of divorce according to the majority of scholars.

If the husband repeated the words of divorce intending to emphasize them, then only one divorce takes effect, and he can take you back before the expiry of the iddah (waiting period).

However, if the husband was extremely angry at the time of the divorce, to the extent that he did not know what he was saying, then the divorce does not take effect.

Taking back the wife before the expiry of the iddah is a right of the husband, and the wife's consent is not a condition for it. The husband should think well of his wife.
