Is it true that the belief of Ibn Taymiyyah, and consequently our belief, is that God is not a complete effector in creation, and that He has no choice but to create things, as stated in "Al-Safadiyyah" (2/97): "And at that time, what is from the necessities of His essence is the type of act, not a specific act, nor a specific created thing; so there would be nothing ancient in the world, and at that time He would not have been a complete effector of anything in the world eternally, but He has always been a complete effector of one thing after another, and every effect exists when the perfection of its influence is achieved"?

The belief of Muslims is the belief of the early generations of the Ummah and the Ahlus-Sunnah wal-Jama’ah, and Sheikh al-Islam Ibn Taymiyyah clarified and established this belief. The Ahlus-Sunnah wal-Jama’ah believe that Allah is All-Powerful over everything, the Creator of everything, and He does what He wills. And to say that Sheikh al-Islam believes that Allah is not fully effective in creation, or that Allah has no choice but to create things, is a great slander. Sheikh al-Islam refutes the theologians and philosophers who say that action was impossible for Allah in eternity, or that the Creator is necessarily existent by virtue of His essence. He clarifies that Allah has always been able to speak and act by His will and choice, and has always been a Creator and an Doer, and that everything besides Him is originated and created.
