The question

Is it permissible to say that the issue of masturbation is a matter of disagreement and there is no fault in doing it? And is the scholar considered an authority or the evidence? And what is the definitive ruling on the matter? And is abstaining from masturbation rewarded? And is committing it a sin? And is complete cessation the مطلوب? And what is the method of deriving the religious ruling?

The answer

All praise is due to Allah. Allah is to be praised for recovery from masturbation, and we ask Allah for steadfastness in this regard. The prohibition of masturbation has been previously explained in Fatwa no. 33352. Both a little and a lot of it are forbidden. It is obligatory to abandon it completely. It is not permissible to adopt a fatwa merely based on desire; rather, it is obligatory to follow the preponderant opinion. A person is rewarded for abandoning it out of fear of Allah, as Al-Mazari said: "If one abandons it out of fear of Allah the Almighty, a good deed will be written for him." And in the hadith: "Indeed, Allah marvels at a youth who has no inclination towards worldly desires"; this is because he abandoned the inclination of passion. And in another hadith: "O young man who abandons his desires and dedicates his youth for My sake, you are with Me like some of My angels." And Allah knows best.
